Raiha is one of Kurei's most loyal followers. However, Raiha is also the most compassionate of Uruha. He was willing to help Kaoru by warning him about the death tournament, which even shocked Kaoru that he would risk everything to help him. Raiha doesn't have a problem with Hokage either, unlike the other Uruha members, and takes an interest in Fuuko especially.
